This study is comprised of two components, firstly it covers a literature study which informs the development of a meaningful job creation framework which is used to analyse the programme’s bid documentation and publicly available data. Secondly, mixed-methods are utilised to collect quantitative data from the DoE and qualitative data from job creation stakeholders.
