This section is an analysis of the actual capital expenditure on service delivery for the City of Cape Town over the past four years. It analyses and discusses patterns and trends in capital investment for energy, water and sanitation, waste management, road construction and housing. Temporal as well as spatial trends are discussed. The empirically based patterns and trends are then evaluated in terms of their equitability, efficiency and ultimately, sustainability.
